Biography
Paul is Director of Financial Stability Analysis at the Financial Stability Board (FSB) in Basel, Switzerland. In this role, he leads analytical work supporting the FSB’s Standing Committee on the Assessment of Vulnerabilities, covering global financial stability surveillance, financial innovation, and non-bank financial intermediation.
This position builds on over 20 years of experience across the European Central Bank, the International Monetary Fund, the Reserve Bank of Australia, and the Canadian Department of Finance, spanning economic analysis, financial stability, and policy roles across a wide range of countries. His work has included systemic risk surveillance, macroprudential policy for major banks, and overseeing the ECB’s Financial Stability Review and the IMF’s Global Financial Stability Report. He has chaired several large senior analytical groups at the European and international level, including for the European Systemic Risk Board/Eurosystem and the Basel Committee on Banking Supervision.
Paul has published widely on financial cycles, global banking, climate-related financial risks, and macroprudential policy, and holds a Master’s degree in Economics from McGill University.
