Daphné McRae

Biography

Daphne joined ECF in 2024, after nearly a decade working in public policy and finance. Her work aims to reform regulation so that finance supports the green transition.

Daphne led on green finance strategy at the UK Treasury, where she founded the Transition Plan Taskforce, led relevant G7 negotiations, helped organise COP26 and acted as ministerial speechwriter. She was then seconded to the French government’s COP27 negotiating taskforce. Daphne started her career at the Bank of England, where she was latterly a Climate Analyst, representing the UK at the Network for Greening the Financial System (NGFS).

Daphne is a graduate of the former École nationale d’administration (ÉNA), France’s training school for senior civil servants. She also holds a Master’s in Sustainability Leadership from the University of Cambridge and two law degrees.

She speaks French, English, Portuguese and Spanish.
