Biography

Constantinos is an Adviser at ECB Banking Supervision responsible for DORA Threat Led Penetration Testing of Significant Institutions and involved in other cyber topic related to banks such as in the DORA Regulatory Technical Standards. Prior to that Constantinos was a Lead Oversight Expert focusing on cyber resilience activities for European FMIs, contributing to the development and implementation of TIBER-EU operationalising the Cyber Incident and Information Sharing Initiative (CIISI-EU) and contributing to the Euro Cyber Resilience Board (ECRB). Constantinos has participated in various international cyber groups, including workstreams of the FSB, G7 Cyber Expert Group and the CPMI-IOSCO Working Group on Cyber Resilience, IMF Conferences as well as World Bank FIGI events, and has conducted training for European and International supervisors/overseers. Constantinos in the past was part of the team monitoring the risks and enhancing the cyber resilience posture of TARGET Services, one of the most critical financial infrastructures in the world. Before joining the ECB in 2017, Constantinos worked at the Central Bank of Cyprus for 6 years, where he was the Bank’s Information Security Officer, leading cyber resilience efforts within the Bank as well as assisting in bank supervision, bank resolution and eDiscovery missions during the financial. Constantinos is a CISSP, CRISC, CISA and CDPSE, and has previously worked at KPMG, Ernst & Young and a payments acquirer. Constantinos holds a BSc in Mathematics from Warwick University and an MSc in Information Security from the University of Royal Holloway.
